New construction 514 Rue de Belier, near Acadiana High, is going to be a reception hall, according to Scott City Permitting.
The construction is rather slow with each phase seeming to span 2-3 months on average. The initial ground work happened around mid 2016. There is always a reason for slow progress, usually financial or governmental.
